your first priority should surely be to fixed the generated html code to
avoid such a mess
Nevertheless I don't think that this is the cause of your problem as it
gets parsed to following:
<html>
<head/>
<body>
<form name="form1" method="post">
<input type="button" name="submit1"/>
</form>
<form name="form2" method="post">
<input type="button" name="submit2"/>
</form>
</body>
</html>
just like in a "normal" browser.
