[Webtest] Is canoo snapsho repository down at the moment?

I'm trying to use 3.1-SNAPSHOT which I've previously been getting from the
canoo snapshot repository @
http://webtest.canoo.com/webtest/m2-repo-snapshots/ .  Is this repo down at
the moment?
