Hi Marc, we found the problem.  It's in our Apache configuration.  After we 
added the following line to our .htaccess file, HtmlUnit responded correctly!  
We can now run webtest to verify our JP, KR, CN, and RU sites.

AddDefaultCharset UTF-8

My name is Odilia and I work for Tim Pezarro.  As per suggestion, I have added 
"storeHeader" in our test script.  You sre right, HtmlUnit reads differently 
although the page source has the same meta tag:
<meta http-equiv="Content-Type" content="text-html; charset=utf-8">

The webtest result I got from windows IIS server:
name    Content-Type
property        contentType
=> value        text/html; charset=utf-8

The webtest result I got from apache:
name    Content-Type
property        contentType
=> value        text/html

Any suggestion on how can I make the HtmlUnit recognize the encoding?
