The voter ID measure was approved 19-12, with all Senate Republicans voting for it and all Democrats voting against the bill. A final vote will be required on Wednesday before the proposal is sent to the House. While the outcome in the Senate was never in doubt after Republicans changed the chamber’s rules in January to ease passage of the legislation, Democrats tried a series of parliamentary maneuvers and objections to slow the proposal down last week and this week. But Republicans were not to be denied after making voter ID one of their marquee issues of the session. The bill is given a 50-50 chance in the House, which has 76 Republicans and 74 Democrats. Two amendments were adopted by the Senate prior to preliminary approval of the legislation, including a $2 million voter education program to inform citizens about the new requirements. In addition, the Senate dropped a provision that required Texans to show a voter registration card along with a photo ID or two non-photo IDs. The registration card would no longer be needed.
