Well let's see where do I start??? There is no Bill to read to begin with.There are bills in the  House and ones in the Senate.When they come to the floor of each the one that is passed in the Senate and the one that is passed in the house go to a CONFERENCE  COMMITTEE where the 2 bills are hammered out to make 1 and then it is sent back and voted on in the Senate and House for final passage.So I think you are getting a little ahead of everything.
