The answer to that is simple, *BECAUSE THEY WERE MURDERS AND RAPISTS THAT WERE FOUND GUILTY BY JURIES OF THEIR PEERS! And Perry didn't "order" the executions, juries and judges did! It's like comedian Ron White once said, "If you kill someone in Texas, we are going to kill you back!" *
