I can live with verbatim and find it preferable to the alternatives you 
listed. I understood what it meant the first time and later I saw the 
#verbatim in the docs and thought that was a nice tie in.

My vote remains:
         #include [verbatim] "file.text"|$file

As in:
         #include "footer.text"
         #include verbatim $userProfile
