Summary: MakeAppWorkDir runs non-installed

Initial Comment:
Steps:

* Download Webware (or cvs co)
* Run MakeAppWorkDir
* Start the app server

It immediately exits because Webware was not installed.

MakeAppWorkDir should have refused to run and given a
nice error message.

I don't believe this is a bug, since the workdir works fine
after you run install.py, and you get the appropriate error
message in the workdir just like you do from the WebKit dir.
