I found the problem. Here the explanation, just
in case you encounter this nasty thing yourself.

I did a live update of Mandrake 7.2.
The system worked fine after rebooting, but
as soon as I began development work
almost nothing really worked anymore.
Reason: The update mechanisms did not update
the stuf on the second CD (e.g. many *-devel packages).
So I ended with a system with gtk+-* but an older gtk+-devel
or apache-1.3.19 but with apache-devel-1.3.14. Uups!
After updating many packages (in this case apache-devel-1.3.19)
everything worked as before. So, apxs from an older apache version
was the show stopper...
