When I use Freeze.py to compile the WebKit.py (formally WebKit.cgi with
Import Socket and Webwaredir = "c:/webware" added
I receive the following error:

This creates a webkit.exe file in the c:\installer directory (I moved the
webkit.py to the installer directory to use freeze)
I then can run the AppServer and run webkit.exe and get the following
responses from the command line:
---APPSERVER ----

However, when I try http://localhost/webkit.exe or
http://localhost/webkit/webkit.exe (using virtual directory on IIS 5.0 to
locate Webkit.exe) i receive this error:

Not sure what V is. Or the .05. I'll assume you're really using Webware 0.5.

This step 3) isn't mentioned anywhere in the install guide. I don't think
you need this.

The install guide clearly states that this will not work:
"IIS apparently will not handle requests with additional path components
after the name of the script, like http://localhost/WebKit.cgi/foo/bar
where WebKit.cgi is a script, but will handle requests like
http://localhost/WebKit.exe/foo/bar where WebKit.exe is an executable."

Also, I don't see how HttP://localhost/webkit/webkit.cgi would map to
C:\Webware\WebKit\WebKit.cgi anyway since there is no mention of Webware in
the path. Perhaps you did some additional IIS config that I'm not aware of
such as telling IIS that 'webkit' maps to C:\Webware\WebKit

Did you follow this step?
"In order to convert WebKit.cgi into WebKit.exe using the Standalone
utility, you first have to rename it to WebKit.py, and add import socket to
the top of the file"
Also read this section in conjunction with the IIS notes:
