In WebwareExpRefactoring, I've made it so the Cache dir, Session dir, 
etc. are automatically created in the workingDir they specify.  If 
they already exist, nothing is done. Thus all the have to do is 
create a config file (or directory) and a servlet directory tree.

That's already handled by Distutils.  I've got it setup to install a 
launcher script simply called 'webkit'.
