Pound is a rather recent development, from what I can tell, although it definitely seeks to be feature complete. SCGI could be seen as feature creep. Though in my mind SCGI is like doing a proxy, where instead of HTTP you use something with slightly higher level semantics. From that perspective it fits into Pound's role rather nicely.
