I have heard that RH 9.0 has a new improved threading model, so it's likely that you've really got the right number of threads running, but they're running in a single process (as they should). Earlier OS releases use "lightweight processes" for the threads. Those processes are sharing resources like threads do, and don't seem to take up the memory that they report (rather, they're all using the same memory).
This information is completely unverified! The latest OS release I have is 8.0, and most of our stuff runs on 7.3. I hope this helps.
