I have related questions regarding an OCHA.

>From what I've read, forming an OCHA (other than saving the patient from
frustration of so many Notice's of Privacy Practices' and multitudes of
acknowledgements ) it appearantly seems to have the following benefits:
        1.  It allows covered entities to "make disclosures that relate to
the joint health care activities of the OCHA".
Q:  However, wouldn't we be able to disclose patient information with them
in regards to TPO anyway?
        
        2.  Covered entities that participate in an OCHA may "choose to
produce a single joint Notice of Privacy Practices".
Q:  How could we identify our Privacy Officer ?(and as Patricia asked other
restrictions) Our Privacy Officer would NOT be theirs.
Q:  If we form an OCHA and maintain separate notices then it doesn't really
benefit the patient. Is this correct?
Q:  Is there something I'm missing with the formation of an OCHA?

Has anyone thought about how people in an OHCA will/can honor the patient
rights part of HIPAA?  We are forming an OHCA with our medical staff and all
of our satellite locations.  The privacy notice states a central contact
office.  However, how are we supposed to handle it when patients start
requesting confidential communications in the hospital?  Does that now apply
to everyone in the OHCA or only the hospital?  If it only applies to the
hospital, does the patient have to request the same confidential
communications from everyone they want it to apply to?  We do not have the
computer system in place to have this type of information available to all
of our satellite locations.  Has anyone else determined how this needs to
happen?
