You need a patient identification policy. The standard of care is two levels of identification. For example, in the HIM department we utilize photo id and signature on the authorization against medical record. Every department has a procedure to follow that meets their needs.

What are we required to do to: a. insure that the person is who s/he is supposed to be b. if it is not the patient, that s/he has the right to pick up the material.
