Correct, Alan. Some implementors preceive there is a single minimum data set representing ONLY the required elements. Not true.
A "minimum data set" = contains all require, situtational and optional elements necessary to process each transaction given specific circumstances.
Therefore, minimum data set = maximum data set.
Since most HCOs are as varied as snowflakes, and the definition of these specific circumstances will vary widely.
In reality, there is no such thing as a single minimum data set. A set of specific conditions as offered by Claredi is a better model.
Again, Companion guides cannot override, modify, remove, or expand the implementation standards.

I'm not sure of what the point is here. Our interpretation is that your
translator must be able to take in everything that is compliant but we can
drop anything that doesn't make business sense on the floor. So, all you
'must' process is the minimum data set which is all mandatory elements and
all situational elemements that have a business rule or a guide rule that
makes it manditory.
Companion documents will help show what will be ignored, what is up to the
sender, and what must be included for the transaction to be processed in
this business case.
