Can any one clear my doubts.
 
1. Why is a certification required at all?
2. While choosing certifying vendor, what are the points one should note?
3. Do the certificates have any legal importance, so if one is certified for one Transaction (say 837 I) then other party can not reject it saying its non HIPAA?
4. After certification for any Transaction, if it is found that it is not. Who is going to take the responsibility, the certifying organization or the organization who has generated the Transaction?
5. What type of guarantee do the certifying vendors give?
6. Is there any penalty for the organizations who claims to be HIPAA compliant and found not? so if there is any penalty then who is going to pay for it?
