Rich MacCatherine is saying that some payers are demanding he send
non-compliant transactions  - in order that his software be approved,
which is presumably some kind of PMS.  Now, it's perfectly okay for
payers (who have filed for an extension) to demand non-compliant
transactions today.  Even so, how does Rich know the transactions are
non-compliant?  Has he run them through Velocedi or HIPAA Validator?

We're all used to talking in the present tense as if this were
2003-10-16 already. So does Rich mean that these payers will demand
non-compliant transactions even after 2003-10-16?  Gosh - I hope these
aren't the same payers Julie's been talking about who will demand
perfect compliance!

Julie:  Rich's problem does sound fascinating and is indeed relevant to
the whole issue of TCS compliance and enforcement.  I'm glad HCCO is
taking this up. Is the "internal HCCO executive board" Yahoo! list,
where this discussion is taking place, open to the public like those of
this WEDI/SNIP listserve?

I too have had problems testing with payers. I've asked several contacts
about this, even some on this listserv. The best advice I've gotten was
that once there is a mechanism in place for reporting complaints then I
should follow the process for filing one. I do not believe there is such
a "service" set up at this time.

If anyone knows of one, if they could send out the info that would be
great. I spent several weeks arguing with certain payers about their
non-compliant request. But if I wanted to be approved for production in
their system, I had to make the change. I don't consider this a "done
deal," but at this time I don't know of any other recourse.
