Here is a brief paper on statistical analysis by NIST, that clearly explains
the differences between thorough testing and certification efforts up front
vs. the allowance of errors to occur over time and the probability of the
software remaining functional.  In essence the thorough effort up front has
much greater benefit and manageability, when performed correctly.
