Regarding your statement,

have you seen an Addenda final rule in the Federal Register?
While CMS may have approved the use of the Addenda, based on
information I can access, I don't believe the Office of the Secretary
of DHHS has; nor the Office of Information and Regulatory Affairs
within the Office of Management and Budget. These approvals are
usually necessary prior to publication of a final rule.
I think it's important to be very careful and precise on this topic
over the next three months. Looking forward to any citations you may
have access to that show further status.
