The topic is not, and has never been, SOFTWARE testing.  The white paper 
discusses HIPAA EDI TRANSACTIONS testing and certification.

Perhaps this issue would be resolved by having a white paper on SOFTWARE 
validation, testing and certification, along with the related topics of 
SYSTEMS validation, testing and certification and CE validation, testing and 
certification.

It seems to me that there is a substantial group of people that are interested 
in the software/system/CE validation, testing and certification for  
compliance, and since their needs are not addressed by the transaction 
testing white paper...

Would you volunteer to draft a white paper along those lines?  I am sure you 
will find plenty of others that are also interested in that topic.  Mark Lott 
comes to mind as a co-leader with you.

Software Engineering Institute (SEI), Capability Maturiy Model (CMM) did come 
up with good metrics and ways to measure quality and provide certification to

there is NIST and RAPS (Regulatory Affairs Profesional Society) and others 
that did come up with creating entities to certify the certifier and create a

Laboratory example as it is irrelevant for HIPAA Transactions Testing which
