Jut to clarify, what I said is that though there are many valid methods and services for testing, today only 2 that I am aware of actually issue a certificate at the end.

Correction:
The NJSHORE testing paper is not banking, it is a HIPAA-specific end to end
testing paper.
We also discussed the importance of avoiding the cost of repeated testing and
how, regardless of the direct costs, there is a great labor cost for the
providers in repeating the testing with multiple third party entities.
Marcallee also mentioned that there are only two third party certifiers.
