Agenda Items:
1) Testing SWG Co-Chair: John Lilleston told the group that there is no
decision yet as to who the new co-chair of the group will be. John and Ed
have a meeting scheduled with Don Bechtel Friday morning to discuss
further. There are 3 nominations. Hopefully we will have a new co-chair
in place by the new SWG meeting.
2) November SNIP Summit Presentation: The group further discussed our
breakout session for the November SNIP Summit. Our session is scheduled
for 3:20-4:50 on November 18th. Ed Hafner will start out the preso by
reviewing the results of the 2nd SNIP Testing Survey. At that point, we
will have a 3-4 member panel that will discuss their testing experiences
(what has worked, what hasn't, etc.) and we want to try to have at least on
provider on the panel. We had several volunteers for the preso including
Kerry Z, Lou Oliver, and Sue Ryder. John also got another volunteer after
the meeting (Ruth Kennedy from Louisiana Medicaid). If you would like to
be part of this presentation, please notify either John Lilleston or Ed
Hafner as soon as possible. John will also ask Ann Marie Railing is
someone from one of the RSAs would like to offer up a provider to present.
Mark Charles also volunteered to present at another session addressing the
acknowledgment transactions.
3) Issue from Issues Database: The group discussed Sue Ryder's response
to the issue that was sent out with the minutes from last meeting. The
verbiage of her response is below. The group agreed on her response. John
Lilleston will send this to Stanley Nachimson to verify he is in agreement
before we enter the resolution into the Issues Database.
Covered entities including health plan's can establish HIPAA transactions
enrollment and testing requirements that meet their business needs without
violating the HIPAA regulation provided that the requirements do not
adversely affect their trading partner's ability to use the transactions.
Under the umbrella of "reasonableness" our recommendation is that a health
plan accept a trading partner's approved testing with a third party (or
certification vendor) and/or another health plan as evidence that they can
begin testing with the health plan without the requirement for additional
certification.
Wedi SNIP would remind covered entities that requiring a trading partner to
perform additional testing with a specified third party and requiring the
trading partner to assume the financial responsibility of that testing,
when the health plan did not require this level of certification prior to
HIPAA, may be interpreted as an unreasonable request, adversely affecting
their ability to use the standard transactions.
Testing Survey Result: Ed Hafner indicated he has received 12 more
responses from the survey. The survey is now closed and he will begin
compiling the responses for publication. There are around 140-150 total
responses to this survey. John Lilleston will propose putting a write-up
of the survey into the September SNIP Synopsis with Ann Marie Railing.
Miscellaneous Items: The group began a discussion as to where the SWG
needs to go from here. There were some discussions around proven testing
methodologies and documenting them in a white paper. This item will be
added to the agenda for the next meeting.
