Hafner Foresight Corporation Chief Technology Officer +1.614.791.1600 Proposed Survey Two Summary Results (if you like the proposed detail conclusions, please e-mail but you have to promise to be on the call!): The second survey conducted by the Transaction Testing workgroup is now available at xxxx.xxxx.xxxx. The survey's intentions are to learn about the challenges associated with gaining HIPAA compliance and discover production practices across the country. Based on these results, the team will be creating work products and probing deeper with additional surveys. We appreciate each of the 129 organizations that contributed. The survey has a strong balance between Payers, Providers, and Vendors. We hope these results prove useful to your organization. Compared with the first survey that was conducted in April, organizations are moving along with their HIPAA programs as a large percentage of payers (56%) and vendors (60%) are currently conducting third party testing. Providers also report progress beyond the initial implementation stages towards the development stage (23%) and partner testing (40%). The number one concern among each organization type is "Trading Partners Are Not Ready". When queried about confidence in clearinghouses, only 19% were concerned although 27% preferred to be neutral. The good news is that vendors, payers, and clearinghouse along with a number of providers are making strong progress towards partner testing. There are a number of providers that will be challenged to be ready by October 16th, but progress is being achieved. Since most of these responses came from WEDi members, the provider results need to be tempered as members represent more of the early adopters. On production implementation practices, we discovered a number of interesting observations. Payers reported in at 44% in strictly following edits while 31% will follow most edits, 21% will relax edits but warn when relaxed edits are violated, and 4% will just relax edits. A majority of organizations (59%) are using either 997 or 997 with proprietary reports to communicate non-compliance at types 1 through 7. The unsolicited 277 that reports errors at the claim level is gaining acceptance with 17% of the payers. The 824 transaction currently has a low adoption (4%) although it is not currently approved for HIPAA. There are many providers (50%) that have not considered their approach to communicating errors. Also included in the survey results are external testing practices, third party testing practices, implementation approaches, additional compliance challenges, and much more detail including graphs and charts. We encourage you to download the survey report and provide us input over the Testing List-Server and during the Thursday Testing calls.
