Testing SWG Meeting Minutes
                              August 28, 2003

1)  Roll Call:  Attendees were:

      Ed Hafner
      Kate Torning
      Lou Oliver
      Mark Charles
      John Lilleston
      Randy Stuck
      Marcallee Jackson
      Brian Ross

      Larry Watkins
      Kerry Ziechek
      Rachel Forrester

2)  New Testing SWG Co-Chair  -  Mark Charles was announced as the new
Testing Co-Chair.  He will serve    along with Ed Hafner as the co-chairs
of the group.  Congratulations Mark!!

3)  Issue from Issues Database - John Lilleston received a response from
Stanley Nachimson of CMS on the draft response that the group had agreed
upon during our last call.  Stanley was satisfied with the response except
for the contents of the last paragraph.  The group agreed to remove the
last paragraph from our response and post it as a draft response to the
issue on the database.

4)  November Summit Presentation - John gave an overview of those who had
been approached to speak at the November SNIP Summit.  The group thought
that it might be a better idea to have one provider and one payer only
speak along with presenting the results of the second survey.  We currently
do not have any provider volunteers.  The group is going to go back and ask
providers with whom they work if they would like to present.  At that
point, we will firm up the speakers at the next meeting on 9/11.

5)  Survey Results Summary - Ed Hafner distributed a summary of the survey
results with the meeting agenda.  The group agreed to release the summary
with some wording updates from Mark Charles.  John Lilleston will send the
summary to Ann Marie Railing for inclusion in the September SNIP Synopsis.
The entire survey results document will be sent to the Transactions
Co-Chairs for approval during their next meeting and then to the Steering
Committee for approval.  At that point, they should be posted on the WEDI
website.

6)  Future Work Products - The ideas put forth to the group were as
follows:


> * White Paper: Proven Partner Testing Methodologies (Paper would consist
of contributions from successful health care organizations on their best
partner testing practices)>
>
> * White Paper: Non-Compliance Reporting (Since the current HIPAA
Implementation Guides do not explicitly recommend how to report
non-compliance, this paper would recommend an approach to effectively
communicate errors)
>
> * White Paper: Dealing with Relaxing Edits (From the survey, 56% of the
payers and 61% of the total respondents will relax edits in varying
degrees.  This paper will deal with the transition to follow full
compliance)

The group thought it would be a good idea to combine the second and third
ideas into one white paper.  Rachel Forrester will write up a short
description and scope of the paper and send to Ed Hafner.  This idea will
be presented to the Transactions co-chairs. There was some discussion about
duplicating work with X12 on the acknowledgement transactions but we
thought it would be a better idea to deal with the piece about validating
transmissions and reporting errors for correction and then synch up with
the X12 paper on the acknowledgement transactions at a later date.

We will also begin work on the third installment of the survey to feed
information to this paper. The 3rd survey will concentrate on issues
related to validation and reporting so that we can have real experience
information for the white paper.

One last note...I just wanted to thank everyone in the Testing SWG for all
of the information and fun we have shared over the last couple of years.  I
will stay active in the group but am turning the reins over to Ed and Mark.
