Billie Jo, Just amplifying what William said, the IGs all state that the use of the 997 is subject to TP agreement or accepted use. It is neither mandated nor prohibited by the IGs (same as the TA1). If any kind of acknowledgment is sent (which the IGs strongly encourage), the 997 is the way to go (or the TA1 on the entire interchange level).
The important thing to note here is that receiving a 997 reporting errors definately indicates a problem; not receiving one indicates nothing UNLESS your TP agreement states that each transaction will be acknowledged (along with appropriate time intervals to respond).
