NCPDP Format and Validation

I am seeking a location where I can secure an electronice version of the HIPAA 
mandated NCPDP transaction formats for pharmacy claims.  Does anyone know of a website 
where these can be downloaded at no charge.  I can download all of the X12 standards 
at no charge but have not been able to find a similar site for NCPDP standards. 
 
I am also looking for a "Certification / Validation" link for NCPDP transactions.  
Claredi, Foresight, Edifecs, Rhapsody and others have tools for X12 but where is NCPCP?
