There have been a number of respondents who've noted that the "Optional" designator comes from the base X12 standard and "Required" is from the implementation guide (which takes precedence).  One other point that might be made is that the IG's "required" designation does not violate the underlying X12 transaction set in the least.  If something is Optional in X12 but always appears in the resulting data stream (owing to the restrictions of the IG), the transaction set still fits within the X12 definition.  Thus it is compliant with the IG and the base standard.
 
On the other hand, if X12 had defined something as mandatory, an IG could not make that item "situational" or "not used" because omission of it would violate the base X12 standard.
 
Does that make sense?

I was teaching a class on how to read the Implementation Guides and ran across something that I hope this ListServ can clarify.

 

In the Data Element Diagram, INS03 is bolded which means it is required.  It indicates it is required but the attribute (requirement Designator) states it is an 'O' which I though meant Optional.  Same applies to INS05- Indicates it is required but Attribute is defined as Optional.
