With regard to loosening the edits...I had a Medicare transmission that I
sent just today that had about 50 claims (837P).  One of them had a
missing first name in the secondary insured's NM1-04 (I think it was
04?).  With looser edits, this would have processed without the secondary
insurance data.  Medicare rejected the entire batch of all the claims. 
Fortunately, I'm knowledgeable enough to have been able to correct the
error and change the ISA, batch, etc ID # and simply resubmit the entire
claim batch (which went through just fine).  Most providers come 10/03
will not be able to easily do this and will have to either re-key
everything, or will wind up seriously considering dropping to paper. 
Just my 2 cents worth from the provider's point of view.
