Doug, What it means is that the largest dollar amount that you can send is 99999999.99 even though the X12 data element would allow for larger amounts. You cannot send 999999999. If you don't use pennies, the largest dollar amount is 99999999 because the "implied" amount would be 99999999.00 if you had used pennies. Remember that railing zeroes and trailing decimal points are suppressed in X12.
The reason for this is to provide boundaries to the size of a fixed length field when mapping this data element into a fixed length field.
