excerpt below was lifted from a note from Stanley
Nachimson:
The March 10 issue of the
Federal Register contains a correction notice for the
Modifications to Transactions and Code Sets regulation published on
February 20.
The notice fixes some significant errors in the February 20
publication.

Please make sure to copy the entire link and paste it into your

The correct version of the rule (in Word format) is still available at the
CMS

A single corrected version will not be published in any individual issue of
the
Federal Register. When the next Code of Federal Regulations is
published
(towards the end of this year) it will contain the corrected
version.

Paul, That is where the official word
is.
You may find references to it or quotes from it in other
places, but that is the official statement. What is in the Federal
Register is what must be complied with. All else is attempts to
translate what was said there for ordinary mortals.
Note that it also includes what versions may be used in the
interim (which translates to "either")
The operative protion is on pages
8396-8399.
"... must comply with the applicable requirements of
subparts I through R of this part no later than October 16,2003"
applied to Small Health Plans, CEs that requested the
extension, and CEs that didn't request the extension (that translates to
"Everybody who does electronic transactions of these types").
All of the references to the ASC X12N Specifications
include "and Addenda" (The Addenda are modifications to the original IG,
and are meaningless without it).
The combination of these equates to requiring the use
of ASC X12N 004010 Transactions with the Addenda on or after October 16,2003,
and no other. 004010 without the Addenda is explicitly
excluded.
