Keith,
 
1) The best way is to look at the SBR09 value (MB = Medicare B). Supposedly the Plan ID will encode this in some way when it is implimented in the distant future, which is why it will become Not Used at that time.
 
2) Does Medicare have a unique Plan ID -- NO.  It has a constellation of numbers, all of which are associated with provider IDs of various types (REF segments with the appropriate modifier).
   UPIN
   inidvidual PIN , Medicare B (billing number)
  group PIN, Medicare B  (billing number)
  Tax ID
  Some that apply to 837I rathe than 837P:
  individual PIN, Medicare A
  group PIN, Medicare A
 
If you know enough about the layout of numbers issued for each use, some of these may be distinguishable, but the basic syntax (6 alphanumerics, or 9-10 alphanumerics for Railroad Retirement) doesn't.

Greetings,

837P-LoopID:2000B - SBR05.  This element is required when Medicare is the destination payer (LoopID 2010BB) and SBR01 = "S" or "T" (secondary or tertiary).  Prior to the National PlanID being mandated, how can I tell that Medicare is the destination payer?  Does Medicare have a 'unique' Payor Identification Number ("PI")?
