As I said, this option has been removed.
Now there's a plugin called "debug". Any existing or new plugin should catch
"debug" signal, if plugin wants to display debug info.
Today, it's working with IRC, charset and demo plugins, and maybe it will be
added to other plugins in near future.
By this way, user/developer can enable/disable debug while WeeChat is
running, without recompiling whole soft.
