Details:
If you're on a IRC channel, you should be able to do something like:
/mode +b [email protected] (to ban that mask from channel)
This is standard behavior in most clients, but Weechat responds with +b: No
such nick/channel
It should assume, if you're on a channel and you do /mode, you want to set a
channelmode, if you want to set a usermode, perhaps /umode should be
implemented and /mode on the server buffer should imply that you want to set a
usermode (unless you specify a channel after /mode)
