Details:
The external SASL mechanism is for authenticating with client side SSL
certificates. This is outlined in http://www.ietf.org/rfc/rfc4422.txt
Example usage:
irc.server.test.ssl_cert = "~/testcert.pem"
irc.server.test.sasl_mechanism = external
irc.server.test.capabilities = "sasl"
Remember to add the certificate to any services such as NickServ
/NickServ cert add
Note, this works with InspIRCd 2.1 and Charybdis 3.4 with Atheme 7
