Just tested, it works for me.
Are you sure you don't have a layout saved? The layout could be incompatible
with these options, since it will try to move the buffer to saved number (even
if it's not near a server).
Please try without any layout and both options set to "near_server", it should
work (these options are independent, I don't see any reason why both to
"near_server" would cause a problem...)
