Follow-up Comment #3, bug #38916 (project weechat):
I had the same problem on Debian a year ago, it was caused by the leap second
bug in the kernel. Strangely enough, only Ruby (and therefor the Weechat Ruby
plugin) was affected.
Running
sudo date -s "`date`";
fixed it. I hope this helps
