Follow-up Comment #3, bug #39212 (project weechat):
After looking into the matter, I now think using .URL is a mistake which I
should not have encouraged. The .UR and .UE macros, previously documented in
groff_man(7) but not on the Unix man(7) page, are probably portable to more
manual browsers. I've submitted a patch for man(7).
I've enclosed a simpler patch that should work better.
