the fine offset hardware reports an integer counter, which is the number of bucket tips. the fousb driver converts that counter to 'rainTotal' the 'rainTotal' in fine offset loop packets is the total amount of rain, in cm, since the rain counter was last reset (or wrapped). the value 'rain' is the amount of rain, in cm, for the period (either loop or archive)
