Matthew - just a heads up - ubuntu 18.04 (coming later this month) changed "python-imaging" to "python-pil", so your existing weewx-3.8.0 package will 'not' install.
Using setup.py still works ok, and things seem normal to me in brief testing in Simulator mode....
