Just installed RTL_433 on the RPI3 Raspbian Buster and it works fine. I 
have the latest RTL-SDR software package (librtlsdr0-0.6-1) installed and 
the latest USB Libraries installed:

libusb-0.1-4 ver 2:0.1.12-32
libusb-1.0-0 ver 2:1.0.22-2
libusb-1.0-0-dev ver 2:1.0.22-2
