If I am understanding the intent correctly this would seem to be a step up in complexity from what has previously been discussed at issue #91 <https://github.com/weewx/weewx/issues/91>. I always understood the intent of issue #91 to be that instead of defining the meteorological day from midnight to midnight as is currently the case a user could define it as, say, 9am to 9am or 12pm to 12pm. This meteorological day would then be used for all obs/reporting. But the intent here seems to be a different meteorological day for different obs.
