I was trying to understand what problem(s) we're trying to solve, so I can 
assess if I can help or not.

   - If the goal is to make the /home/weewx tree less unique, that's one 
   thing.
   - If the goal is to package in pip and make setup.py go away, that's a 
   different thing.
   - Is there anything else ?

I think we're proven that you can't do '*one package to rule them all*' 
given the os variations we've seen in pil-vs-pillow and python2-vs-python3 
for all the ancillary modules folks commonly want. That means we'd need a 
list of which os+version combinations you want to be able to package 
(dpkg/rpm/pip) for, and having appropriate repos etc. and builds for every 
single combination.

So I guess I'm at a bit of a loss regarding who needs help with what.
