Maybe nobody ever noticed this one before until I saw the syslog message in 
debian-11.

I checked /etc/os-release for what version they reported being based on.
The following have a /var/run => /run symlink.

   - centos 7.9
   - almalinux 8.5 (rhel-8-like)
   - ubuntu 18.04 LTS and newer
   - raspbian based on deb-10 and newer
   - deb-11
   - opensuse 15.2

I didn't check anything EOL.
