I got kind of lost following your question. If you install version x.y.z, there's nothing to stop you from installing x.y.z again. It will just overwrite the last copy.
As for the packaging script, it doesn't work that way. At least, pip does not. If a dependency gets updated (say, configobj), it does not trigger a reinstall of WeeWX.
