(attempt 2 - google ate my previous reply)

Tom - just updating this old thread to mention that this issue exists today 
on the latest 32bit raspios dated march-31-2024 on cleanly reimaged pi4 and 
pi5 doing doing some 5.0.2 pip installations. The workaround of 'apt 
install libopenjp2-7' worked fine FWIW.  Pretty odd.
