i tried to address these concerns in commit 2c8a3131

- moved items from TODO.md into issues at github
- created a 'Roadmap' wiki page in the 'Development notes' section of the wiki
- create a table of contents in the DEV_NOTES.txt file - there really is a lot 
of info in there of the type that you only use infrequently but are really glad 
that you took notes about when you figured it out the first time
- added a CONTRIBUTING.txt document with brief welcome and pointer to the 
'Notes for developers' section of the docs


still unresolved:

we might want to rename DEV_NOTES.txt to something else, but note that the wiki 
refers to it

there is now duplication between CONTRIBUTING.txt and the 'Git work flow' 
section of the docs

tom is gonna close out all of the issues before i get around to actually doing 
them :)
