try the alternative method mentioned there, ie: from the command line.

Open a terminal (Terminal Emulator from your Applications menu) find
where you downloaded the deb package and " cd ' to that directory and
type the commands as listed, starting from " sudo dpkg -i
weewx_X.Y.Z-R_all.deb "

As you've downloaded the package and started the install already, you
could try typing " dpkg-reconfigure weewx " from the terminals command
line and see if it responds with that missing configuration step.
However, if that is also silent then assume you have to start from
that first step above.
