Won't says it the best by any means but it's simple. I just run a fairly basic 
shell script as a CRON job every 15 minutes on my web server. The script checks 
the age of a particular file that is generated and transferred by weewx during 
the report cycle and if the file is older than a set number of minutes my 
system sends me an email and I deal with it. Works well for me, mind you I use 
a VP2 with hardware record generation, not sure how some of stations would go 
that generate irregular data or use software record generation.

Been reliable for me for over a year now. You could run a similar script on the 
weewx machine but I guess that would not pickup if the machine goes offline for 
any reason (rather than just weewx striking a problem).
