did you set data_format=3080 in [FineOffsetUSB] in weewx.conf?
are you using hardware or software record generation?
what is the archive interval in your hardware?
the first part of the weewx log output would tell us these things.
finally, you might want the MQTT uploader bound to loop packets instead of
archive records.
